Delete an uplift

Removes the uplift and its bracket assignments. Scoped to the caller’s organisation — another organisation’s uplift answers 404, not 403.

A restore point is captured in the same transaction as the delete, so the rows and the way back are never out of step. Call GET /api/v1/deletions/preview?target=uplift&id={id} first to show the user what will go.
