Report a wrong criterion or a wrong figure

Files a report against a named approval, rate bracket, product or organisation. The subject must resolve to an organisation — a report nobody can filter to is one nobody will action — and either subject_field or comment must say what is wrong.

Call GET /api/v1/reports/duplicates first so the user can see that others have already reported the same thing.

Session-only: refuses API-token auth. Reporting may not be available on every account; where it is not, filing is refused with 403.
