List the financiers a run on a surface can be narrowed to

The options for preferred_financier on one surface, as id and name, sorted by name. The calculators list financiers with a rate card of their book (consumer cards following the caller’s Best Interests Duty standing), Matrix those with an approval, and the Matrix Calculator those with an approval assigned to a commercial rate card. A lender is offered only their own organisation on either Matrix surface. Empty when the caller cannot run the surface.
