List purchasable plans

The active plan catalogue — name, price, trial length and whether an annual price exists — so a client renders upgrade copy from the server rather than hardcoding it.

The list is filtered for the caller: a plan not currently purchasable is omitted, except that a subscriber always sees their own plan so the billing screen can render it.
