The subject must resolve to an organisation — a report nobody can filter to is one nobody will action — and either `subject_field` or `comment` must say what is wrong. Call `GET /api/v1/reports/duplicates` first so the user can see that others have already reported the same thing. Session-only: refuses API-token auth. Reporting may not be available on every account; where it is not, filing is refused with `403`.
